Mixed Signals & Federal Funding for Alternative Energy Research
There have definitely been some mixed signals on alternative energy research recently. At the same time President Bush's State of the Union address called for a 22 percent increase in federal spending to develop alternative energies, dozens of staffers and contractors for the National Renewable Energy Laboratory in Golden, Colorado, were being laid off.
The disconnect was a political embarrassment for the president, so federal officials restored the laboratory's funding, rehiring the workers who had been laid off just in time for President Bush?s scheduled speech at the NREL.
In his speech the President acknowledged the confusion, ?I recognize that there has been some interesting mixed signals when it comes to funding," President Bush said.
This comes at a time when a new national public opinion survey demonstrates overwhelming public support in the United States for government policies and investments that will support development of alternative energy sources. The survey of 1,000 registered voters was conducted by Public Opinion Strategies of Alexandria, VA, for the Energy Future Coalition. The survey?s findings included:
According to the survery there is nearly unanimous support for a national goal of having 25% of the United States domestic energy needs met by alternative energy by the year 2025. Ninety-eight percent of voters see this goal as important for the country, and three out of four (74%) feel that it is "very important." Ninety percent of voters believe this goal is achievable.
Similar majorities support government action to encourage greater use of renewable energy. Eighty-eight percent of voters favor financial incentives, and 92% support minimum government standards for the use of renewable energy by the private sector.
Nearly all voters (98%) say the costs, such as the cost of research and development and the cost of building new renewable energy production facilities, would be worth it to get the United States to the 25% by 2025 goal.
Voters consider energy to be an important issue facing the country, rating it similarly with health care, terrorism and national security, and education, and ahead of taxes and the war in Iraq. Half (50%) of voters believe America is headed for an energy crisis in the future, and 35% believe the country already is facing a crisis.
So just how much is the United States government spending on alternative energy research? After the 22% increase the budget will stand at $771 million. This amounts to less than one percent of the $55,000 million the federal government spends annually on research, nearly half of which is devoted to healthcare.
It?s time for action.

Oak bowl with maple lid
I turned this bowl from all scraps. A chunk of oak, the rim of padauk, the lid of nicely figured maple, and the handle from a small piece of manzanita. All on my cheapo Harbor Freight lathe. Finished with boiled linseed oil and several coats of spray laquer. My goal is to sell enough of these to buy a better lathe. We shall see :) Thanks for looking.

Thank you, madam President.
This meeting matters.
The pattern of extreme weather events is alarming. In Britain, our insurers paid out £4.5 billion in flood damage in the last ten years compared with £1.5 billion in the previous ten years. This is a warning of worse to come.
I want high ambition. I want a legally binding global deal to keep global temperature increase at 2 degrees or less.
We must be guided by the science, and the science has become more worrying, not less. As the UNEP report on the emissions gap makes clear, together we are not yet even promising enough, let alone doing it.
But we can do it.
There is a willingness to make progress here.
But with just two days to go, we’re reaching a crunch point.
Let me be clear: a car crash of a summit is in no one’s interest.
The answer has to be compromise. We cannot do everything here. But we can make progress on mitigation, deforestation, adaptation, finance, reporting and more. And restore momentum to the global process. Concrete steps to the treaty we want.
We believe that the future of the Kyoto Protocol is vital to the success of this process.
But Kyoto alone is not enough to protect us from a temperature rise of more than 2 degrees.
Along with the EU, we want a second commitment period as part of a wider outcome engaging all major economies, and as long as concerns around environmental integrity are met.
In the UK, we are working hard to meet ambitious emissions reduction and renewable energy targets. A new energy-saving programme. Electricity market reform for green energy. The world’s largest clean coal plant. A Green Investment Bank. And more ambition with our EU partners for bigger emission cuts.
We have committed £2.9 billion of climate finance over the next four years to help developing countries tackle climate change. We have fulfilled our Fast Start pledge and are fully committed to the long term goal of $100 billion a year in climate finance by 2020.
Agreement here on the key issues would send a message from Cancun. A global deal on climate change is not an impossible dream. Let’s do it.

A Better Layout Tool
I posted a longer review of this tool on website, but in short the Brumley Tools’ Trim Gauge has become my go to tool for measuring and laying out. It’s incredibly easy to use, more compact than a combination square, and as I typically need to do multiple layouts, it’s nice that you get three in a kit: 2 4”, 1 8”. I won’t lie and say that they are inexpensive but of late my Trim Gauges are one of favorite go to tools in the shop.

The lower per-watt solar rebate will enable TEP to keep the incentive program funded through the end of the year. Originally, the rebate program for PV residential systems stood at $3.00 per watt. After the reduction, the rebate now stands at $2.00 per watt. The rebate for PV commercial systems when the program began was $2.50 per watt. Now, the rebate for such systems is $1.75 per watt, and will soon be reduced to $1.50 per watt.
Second, the cost of installing solar PV in Arizona has come down considerably over the past 18 months. Because home solar electric systems cost relatively less, the amount of incentive dollars available to promote the adoption of solar power should likewise be brought down.
Even at the new level, Tuscon solar rebates still represent a great deal when compared to rebate programs in many other parts of the country.
There is a maximum incentive for the Arizona solar rebate. When it comes to residential solar power systems, for instance, the rebates only apply to the first 20 kilowatts (kW). You can find Arizona Solar Installation information here.

How to Handle Broken Compact Fluorescent Light Bulbs

The US government's Energy Star program qualifies compact fluorescent light bulbs through the manufacturers meeting Energy Star's guidelines and specifications.
There are safe ways to handle these CFLs that will prevent accidental dropping and breakage. Each compact fluorescent bulb contains a very small amount of Mercury. Mercury is extremely poisonous and harmful so learning what to do in case of a bulb breaking is important.
If a bulb breaks the first thing we're told to do is open the door to the room you're in for a few minutes and to keep it open even after clean up. In the cold Winter months that's a difficult thing to ask but the vapors produced by dropping the bulb are potentially damaging.
Here's tips for the general safe handling of these bulbs at the government's Energy Star site:

How should I clean up a broken fluorescent bulb?
As you can see you never touch the contents of a dropped and shattered compact fluorescent light bulb with your bare hands. Advisable to wear gloves and put the debris in a sealed container. There are places that recycle CFLs so you might call one one your area and ask them the best way to handle the debris.

SunEdison Secures $50 Million in Revolver Financing From Rabobank International for the Construction of Solar Deployments in the U.S.
"We are pleased to provide financing that enhances SunEdison's ability to execute on its significant pipeline of solar projects," said Ron Klein, a Managing Director with Rabobank's Renewable Energy Group. "This type of innovative, multi-project, non-recourse facility is possible because of SunEdison's successful track record and expertise. Additionally, it illustrates the maturity of the renewables industry and specifically the solar sector."
SunEdison will utilize the revolver to finance construction of photovoltaic power plants at client (host) locations. Upon completion, the solar hosts will buy the energy produced at prices at or below retail rates while avoiding upfront costs typically associated with solar deployments.
"SunEdison makes investing in solar a smart choice," said William Lee, SunEdison Vice President of Project Finance and Corporate Development. "With close to 250MW of solar deployed worldwide, SunEdison has the experience and know-how that project investors and customers trust. SunEdison looks forward to working with Rabobank as we continue to make solar a reality for our customers across the nation."
Currently sized at $50 million for U.S. projects, the construction revolver is expected to expand significantly over the life of the deal with the addition of more lenders. Projects will range in size from small commercial to utility scale.
"Over the past couple of years, financial institutions have become more comfortable with solar photovoltaic construction risk so we expect a number of parties to be interested in joining the facility," said Thomas Emmons, Head of Rabobank's Renewable Energy Group in New York.

How electricity units work
- Voltage, measured in volts

Power is the rate at which energy is generated and consumed and is measured in watts. Watts are the product of Voltage (volts) and Current (amps).
1,000 watts is one kilowatt, and 1 million watts is a megawatt.� California currently has 500 megawatts of solar power spread over 50,000 solar installations.
A watt-hour is equal to the work done by one watt acting for one hour. For example, a 100 W light bulb that is on for one hour uses 100 watt-hours (or 0.1 kilowatt hours). Your energy utility measures your use in kilowatt-hours.
One last term that is useful to know is ?load.? A ?load? is anything on the electrical circuit that draws power. Your refrigerator, TV, and electric toothbrush are all examples of loads.
